Quran 28:59 from Surah Al-Qasas on Divine Marvels.
وَمَا كَانَ رَبُّكَ مُهۡلِكَ ٱلۡقُرَىٰ حَتَّىٰ يَبۡعَثَ فِيٓ أُمِّهَا رَسُولٗا يَتۡلُواْ عَلَيۡهِمۡ ءَايَٰتِنَاۚ وَمَا كُنَّا مُهۡلِكِي ٱلۡقُرَىٰٓ إِلَّا وَأَهۡلُهَا ظَٰلِمُونَ
English translation: And not was your Lord (the) one to destroy the towns until He (had) sent in their mother (town) a Messenger reciting to them Our Verses And not We would be (the) one to destroy the towns except while their people (were) wrongdoers
Transliteration: wama kana rabbuka muh'lika al-qura hatta yab'atha fi ummiha rasulan yatlu alayhim ayatina wama kunna muh'liki al-qura illa wa-ahluha zalimuna
